Formalising workforce key to sustainable economic growth: Commerce minister

Commerce Minister Khandaker Abdul Muktadir has emphasised the urgent need to bring Bangladesh’s largely informal workforce under a structured and regulated framework to ensure long-term, sustainable economic growth.

He made the remarks while speaking as a special guest at the 94th meeting of the Tripartite Consultative Council (TCC) and the 22nd meeting of the RMG-related Tripartite Consultative Council (RMG-TTC), held at the CIRDAP International Conference Centre in the capital on Tuesday.

The minister noted that although the country’s readymade garment (RMG) industry has created substantial employment within the formal sector, a significant share of the overall labour force remains engaged in informal activities.

He warned that without gradual formalisation, it would be difficult to ensure compliance with international labour standards or protect workers’ rights and benefits.

“To achieve balanced and sustainable development, all sectors must eventually operate within a formal system,” he said, adding that structured oversight would strengthen accountability and improve working conditions.

Khandaker Abdul Muktadir also highlighted the government’s efforts to support low-income families, particularly through the proposed “Family Card” initiative outlined in the election manifesto. Under the programme, eligible households would receive monthly assistance worth Tk2,500. Although not a traditional rationing system, he said the scheme would function similarly in providing financial relief to vulnerable groups.

The minister stressed the importance of holding TCC meetings regularly to address industrial challenges through dialogue.

He urged continued cooperation between employers and workers, noting that constructive debate is a natural part of democratic engagement.

The meeting reviewed labour conditions, RMG sector issues and preparations for wage payments and leave arrangements ahead of Eid-ul-Fitr.
