Goals of the July Charter execution will be clear within 3-4 days: Asif Nazrul

Law, Justice and Parliamentary Affairs Adviser Dr Asif Nazrul on Tuesday said that the steps taken to implement the July Charter would become clear within the next three to four days.  He made the remarks while talking to reporters after attending a views-exchange meeting on the draft of the second amendment to the Legal Aid Services (Amended) Ordinance, 2025, held at the Judicial Administration Training Institute in Dhaka, an official release said in Dhaka on Tuesday.

Dr Asif Nazrul said, “We expected political parties to discuss among themselves and provide a unified guideline. However, we did not simply wait; we have taken steps independently. Within the next three to four days, the measures we have adopted regarding the Charter’s implementation will become clear.”

He added, “The matter is being discussed at various levels of the Advisory Council, and all actions are being coordinated with the expectations of political parties to serve the interests of the country and the people.” During the meeting, the National Legal Aid Services Organisation (NLASO) presented the draft of the second amendment to the Legal Aid Services (Amended) Ordinance, 2025.

The proposed amendment seeks to expand the scope of the organisation and strengthen legal aid activities by transforming it into a directorate, in line with the recommendations of the Judicial Reform Commission and the National Consensus Commission, and the emphasis in the July Charter on upgrading the organisation.

The draft includes proposals on defining the responsibilities and functions of the directorate, forming a Legal Aid Advisory Council, establishing metropolitan committees, determining the operational areas of NGOs, and providing accreditation certificates for mediators. 

The meeting was attended by Attorney General Md Asaduzzaman, Law and Justice Division Secretary Liaquet Ali Molla, former District Judge Motahar Hossain, BLAST Executive Director Barrister Sara Hossain, Special Consultant to Law Ministry Barrister Tanim Hossain Shawon, and other officials, who engaged in constructive discussions on various aspects of the proposed amendment and offered important suggestions.
