The government on Thursday approved the draft of the Dhaka Central University Ordinance, 2026, to bring seven government colleges in Dhaka City under a single academic framework aimed at improving the quality of higher education and resolving long-standing administrative gridlocks.
The Council of Advisers gave the final approval to the ordinance at its weekly meeting at the Chief Adviser's Office with Chief Adviser Professor Muhammad Yunus in the chair.
Chief Adviser's Press Secretary Shafiqul Alam, later, briefed the media at the Foreign Service Academy in the afternoon.
Senior Assistant Press Secretary Foyez Ahammad was present at the briefing.
The press secretary said under the new ordinance, Dhaka College, Eden Mohila College, Begum Badrunnesa Government Girls' College, Government Shaheed Suhrawardy College, Kabi Nazrul Government College, Government Bangla College and Government Titumir College will be operated as "affiliated colleges".
According to the ordinance, the colleges will retain their individual identities, infrastructures, and ownership over their movable and immovable properties.
The ordinance provides a complete administrative structure for the university, including the Chancellor, the Vice-Chancellor, Senate, Syndicate, and Academic Council.
The President will serve as the Chancellor and will appoint the Vice-Chancellor from a panel nominated by the Senate.
The University Grants Commission (UGC) will have the authority to inspect, evaluate, and provide guidance on academic, examination, research and administrative activities.
Separate schools will be established for different disciplines, including Arts, Science, Social Sciences, Business Studies, Law and Fine Arts, each led by a Head of School.
Teaching, examinations and evaluations at the undergraduate and postgraduate levels in the affiliated colleges will be conducted in accordance with a unified university schedule and assessment framework.
Based on SSC and HSC examination results and a centralised admission test, students will have the opportunity to enrol either at the main campus or at the affiliated colleges.
Alongside centrally managed MPhil and PhD programmes, opportunities for faculty development and advanced training will also be available at the colleges.
The ordinance includes special provisions for residential hall facilities, student union elections, and the introduction of co-curricular activities for students.
It also provides guidelines for the construction of a permanent and self-sufficient campus to run university operations and outlines arrangements for temporarily conducting activities until the university's own campus is built.
The ordinance includes provisions to ensure equal opportunities for admission and degree attainment for all eligible domestic and international students, without discrimination based on race, religion, ethnicity, gender, or special needs.
