Deputy Speaker pledges to uphold dignity, democracy in Parliament

Newly-elected Deputy Speaker Barrister Kayser Kamal has expressed his commitment to transforming the Jatiya Sangsad into a dignified, effective, and genuinely democratic institution, emphasising neutrality, cooperation and adherence to parliamentary traditions.

Delivering his inaugural speech after assuming office on Sunday, Kayser Kamal thanked all members of parliament (MPs) for entrusting him with the responsibility.

“I am deeply honoured to serve as Deputy Speaker of this great parliament. I extend my heartfelt gratitude to the Prime Minister, Leader of the House, and all MPs for their confidence,” he said.

He also acknowledged the support of the people of Kolmakanda-Durgapur (Netrakona-1), whose votes enabled him to become an MP.

Recalling the country’s struggle for independence, he paid tribute to the martyrs of the Liberation War and the freedom fighters whose sacrifices secured Bangladesh’s sovereignty.

He also remembered Shaheed President Ziaur Rahman for declaring independence and rebuilding the nation, and former Prime Minister Begum Khaleda Zia for restoring parliamentary democracy in 1991, hailing her as the “Mother of Democracy.”

Highlighting the role of the 2024 student-led uprising in restoring democracy, Kayser Kamal also honoured the martyrs and victims of the July-August movement.

Quoting Hazrat Abu Bakr (RA), he stressed that leadership requires accountability and collective guidance, urging lawmakers to advise him whenever necessary to ensure proper conduct.

He underscored the importance of both government and opposition in parliamentary democracy, noting that a strong opposition strengthens the credibility of the legislature. Quoting Edmund Burke, he said parliament represents the nation’s collective interest rather than individual agendas.

Kayser Kamal assured MPs that he would discharge his duties with neutrality and fairness, having resigned from all government and party positions to uphold impartiality. Parliamentary proceedings, he emphasised, would follow the Constitution, Rules of Procedure, and long-standing traditions.

Drawing on his academic experience in the United Kingdom, he expressed confidence that Bangladesh could build a stronger Westminster-style parliamentary democracy through mutual respect and collaboration.

He concluded by calling for unity, civility in debates, and collective responsibility to uphold the dignity of parliament.

“With cooperation from all members, the Jatiya Sangsad will emerge as a more dignified, effective and democratic institution. May Almighty Allah guide us all on the path of truth and justice. Bangladesh Zindabad,” he said.
