Prime Minister Tarique Rahman on Tuesday said the government is working to ensure hassle-free and corruption-free land services through digital reforms, stressing that transparent and citizen-friendly land management is essential for building a modern state system.
Speaking after inaugurating the three-day nationwide “Land Service Fair-2026” at Bhumi Bhaban in the capital’s Tejgaon area, the Prime Minister said the government aims to establish a technology-driven land administration system where people can access services without harassment, delays or unnecessary visits to offices.
“Providing services is not an act of charity toward the people; rather it is the responsibility of the government,” he said.
Tarique Rahman said the country’s land management system has become increasingly complex due to growing population and multiple ownership of land over time. As a result, maintaining accurate records and resolving disputes have become more challenging for land administration authorities.
He noted that citizens are familiar with issues related to deeds, khatians, mutation, land tax and mouza records, which often require repeated visits to land offices. However, he said the use of technology is gradually modernising the entire system.
The Prime Minister said online land services would significantly reduce public suffering and curb the influence of middlemen in land-related activities. He added that the nationwide fair would help create awareness about digital land services and citizens’ responsibilities regarding land management.
According to him, planned land use, proper record preservation and efficient administration have become crucial as land disputes and legal complexities continue to rise across the country.
The Prime Minister said the Ministry of Land is already conducting advanced technology-based surveys and bringing almost all land services under digital platforms to ensure quicker and more effective service delivery.
“Our goal is to build a land management system where people no longer have to run from office to office or face corruption and harassment to receive services,” he said.
He also said the government had pledged in its election manifesto and reform outline to modernise land administration and organise land fairs nationwide, adding that the current initiative reflects the government’s commitment to fulfilling promises made to citizens.
Referring to the large number of pending court cases, Tarique Rahman said land-related disputes account for a major portion of the more than 47 lakh civil and criminal cases awaiting disposal in courts across the country.
He stressed the importance of alternative dispute resolution methods such as mediation, arbitration and village courts to resolve land disputes quickly and reduce pressure on the judiciary.
Quoting Albert Einstein, the Prime Minister said peace cannot be achieved through force but through understanding, adding that alternative dispute resolution mechanisms could help prevent long-term conflicts over land issues.
He described land as a symbol of security, livelihood and future stability for citizens and said the government is committed to making land services more accessible at people’s doorsteps.
At the fair, citizens will be able to apply for e-mutation, pay land development tax online, collect certified copies of khatians and seek solutions to land-related complaints directly from service centres.
Land Minister Md Mizanur Rahman Minu chaired the programme, while State Minister for Land Mir Mohammed Helal Uddin and Land Secretary ASM Saleh Ahmed also spoke at the event.
Several ministers, lawmakers and senior government officials attended the inaugural ceremony.
